Stephen was born July 5, 1967 in Houma, Louisiana, son of Virgil Lloyd Dover, Jr. and Jeanette Jannise Dover. He met and married Jennifer Lee Burgdorf and they spent many happy years together. Jennifer is blessed to have received Stephen as a gift from God as a husband. He is loved by his friends and family, and by all of his pets. Stephen was a hard worker who was both experienced and knowledgeable in the Criminal Justice field. He was a Citizen of the Muscogee (Creek) Nation. Stephen was also a dedicated and beloved member of the Tarrant County Sexual Abuse Advisory Council (TCSAAC) for decades. His involvement with the agency furthered the mission of helping victims of abuse. Stephen was a Specialist Four in the United States Army serving in the 284th Military Company during the Cold War. He received the Army Service Ribbon, Overseas Service Ribbon, Army Good Conduct Medal, and Expert Badge and Marksman Badges. Stephen had High GPA’s and made the Dean’s List. He attended Acadiana Christian School in Louisiana, where he was a 4-year Letterman in football and basketball, the University of Southwestern Louisiana in Louisiana, Sam Houston State University in Texas where he earned a Bachelor of Science in Criminal Justice and was a member of Alpha Phi Sigma, National Criminal Justice Honor Society and Golden Key National Honor Society. He also attended Dallas Baptist University in Texas where he earned a Master of Business Administration. Stephen’s latest career was as a Community Supervision Officer at Palo Pinto County CSCD. His coworkers there describe Stephen as “a dependable, hardworking team member and friend, who was always willing to help” and added that “he will be missed greatly and thought of often”. Stephen’s previous employment as a CSO was at Johnson County CSCD, and at Parker County CSCD, where Stephen was awarded the 43rd Judicial District’s Quality Service Award. He previously worked as a Police Officer at SHSU. Before that he also served as a Military Police Officer in the U.S. Army. He had many friends that he met while serving in the Army and at his other jobs, who had stayed in communication with him through the years. Stephen and Jennifer helped to start, and are members at, Divine Mercy Lutheran Church. The church is currently located in Hudson Oaks, and it is also building at a location in Weatherford. Stephen’s faith in Jesus Christ as his Savior comforts us who look forward to seeing him again.
